Sorry to have so disordered description, I was updating it when I pressed a wrong key to submit it. Anyway the same issue as bug 1966842 happens on rhel 9 with below packages:
libvirt-7.4.0-1.el9.x86_64
selinux-policy-34.1.6-1.el9.noarch
