1. Please describe the problem:
PC doesn't start with kernel 5.12.12. It keeps hanging just 1 second afterstartup. Switching back with grub to 5.12.11 solves the problem

2. What is the Version-Release number of the kernel:
5.12.12

3. Did it work previously in Fedora? If so, what kernel version did the issue
   *first* appear?  Old kernels are available for download at
   https://koji.fedoraproject.org/koji/packageinfo?packageID=8 :

yes with 5.12.11


4. Can you reproduce this issue? If so, please provide the steps to reproduce
   the issue below:

Yes, fails everytime. Also reboot with Ctrl+Atl+Del gives a signal to the kernel, messages are comming, but it doesn't reboot.

5. Does this problem occur with the latest Rawhide kernel? To install the
   Rawhide kernel, run ``sudo dnf install fedora-repos-rawhide`` followed by
   ``sudo dnf update --enablerepo=rawhide kernel``:

Don't know.

6. Are you running any modules that not shipped with directly Fedora's kernel?:

No

7. Please attach the kernel logs. You can get the complete kernel log
   for a boot with ``journalctl --no-hostname -k > dmesg.txt``. If the
   issue occurred on a previous boot, use the journalctl ``-b`` flag.

I am not seeing anything in the logs here. Judging from other things I have seen, it is possible that a dracut bug is actually the culprit. Assuming you also have a working 5.12.10 kernel installed, perhaps copy off your /boot/initramfs-5.12.11-300.fc34.x86_64.img to somewhere safe, regenerate the initramfs for 5.12.11 and see if 5.12.11 still boots. If it does, this is likely a kernel problem, if it does not, this is likely dracut.

Downgrading dracut and reinstalling kernel worked for me

I can confirm that 

dnf downgrade dracut*
dnf reinstall kernel*5.12.12*

is mitigating the problem, making 5.12.12-300.fc34.x86_64 able to boot up.
What is now left is, that if I hit
dnf update
there are these package, that I am currently not going to install.
