This is caused by a numpy update, https://bodhi.fedoraproject.org/updates/FEDORA-2022-b04b04f979, in combination with unnecessary hdmf upstream upper-bounding of dependency versions, which is removed in later release branches.

It should be sufficient to simply unpin the numpy version here and in python-pynwb (bug 2132743).
