Description of problem:

I don't know the component involved.
Btw I'm often facing this issue: dual screen setup, when I switch (i.e. via Alt-Tab) from a window (i.e. Google Chrome Flatpak, or a Java application) to another one (i.e. GNOME Terminal), the new window doesn't have the focus, and in the top bar the application name doesn't appear. To let the focus work again, I have to click on the previous window and back to the one I want to work on.

Proposed as a Blocker for 38-beta by Fedora user alciregi using the blocker tracking app because:

 Since I've faced this issue just after the installation and by just following my regular daily workflow (nothing special), I think that even if it doesn't infringe a specific criterion, the answer to a key question like "would this bug cause significant inconvenience or just a really bad first impression to a typical user or reviewer of the release?" is "yes".
