I will push the changes of fossil 2.2. There were a few failed tests in fossil 2.2 build, so I held on releasing fossil 2.2. After checking the result, the issues are non-critical. I will release the package.

I sent a PR that updates to 2.22 and fixes the tests. Please merge to rawhide, f38 and f37 and build.
