fedora-repos-39-0.5.noarch don't have updates-testing enabled by default. But they should have, we're still way before F39 Final.

I'm not really sure if we insist on having Beta with updates-testing enabled, but proposing for a release blocker discussion.

The configuration file is marked with %config(noreplace). How do you disable the repository for people updating from pre-GA to post-GA?

The logic of no replace only kicks in if the user changes it, if the checksum of the file is the same as the one in the original rpm it upgrades it.
