This is a dependency for python-cramjam, which is a dependency for current versions of python-fastavro. It will be a neuro-sig package (in addition to a rust-sig package).

Package was generated with rust2rpm, simplifying the review.

- package builds and installs without errors on rawhide
- test suite is run and all unit tests pass (with one valid, documented exception)
- latest version of the crate is packaged
- license matches upstream specification (MIT) and is acceptable for Fedora
- unwanted "lz4" executable is prevented from being built / shipped
- license file is included with %license in %files
- package complies with Rust Packaging Guidelines
