There is little chance of getting the old behaviour back in the short term, so I don't know if it is worth keeping the bug open.

I've received some criticize from people against Gnome about application 
constantly being moved around.

Constantly moving application around or removing icons etc. 
is like rearranging the furnitures for a blind persons to the end users.

You guy's probably know more about that ( not going to spend time and energy to 
install all version on Fedora to research if Gnome is constantly rearranging application ) and you are probably doing it for a research/reason not by how you feel it should be. 

Anyway this can be closed I just mentioned it encase it was a bug in the top panel and or the audio application since it was not where it was expected to be.
( expectation being the last known location )

It would be good that any relocating of application would get documented so end users can be referred to that documentation on why the components have been relocated.

This kind of generalization doesn't make much sense in a bug report.

What I meant is that the volume control used to be an applet, but now it is a status icon, and therefore it cannot be moved around freely. 

If you study the release notes sections of the F11 features, you will find this mentioned.

Exactly.
We should be able to:
close eyes.
adjust volume (reliably).

We had that. It was good. If audio started and it was too loud, you just push mouse top-right, then immediately mouse wheel down. Or if it was too quiet and you didn't want to miss something that just started, you could turn the volume up, barely without thinking.

Now I find that same dash for the volume control gets my the network icon, or my kill app icon (that is directly to the left of the volume icon).

Looks like I'm not the only one who had a panel on the right and the volume applet in the upper right.  It was a very convenient layout, since I change the volume fairly often.  I upgraded to F11 and found that the applet was gone, replaced by a notification area icon.  The icon is nice enough, but on my desktop the notification area is a short strip along the bottom.  Even with better control of the order there, it's much less convenient and flexible than a panel applet.  It seems like a few of us here agree, but shouldn't this bug be changed to something like  "bring back volume applet"?  Right now, the subject seems too specific.
