Upstreamable: don't override user provided CFLAGS and LDFLAGS

thermostat 0.4.0 is not built with $RPM_{OPT,LD}_FLAGS, and non-executability of *.so prevent proper -debuginfo from being generated. Upstreamable + specfile patches attached.
