handle absolute 32-bit secrel reloc on arm64

debugedit needs to handle aarch64's 32-bit secrel absolute relocation the same as other architectures...

attached is a patch to do that, which allows find-debuginfo.sh to run against the kernel on aarch64.

Added to rpm-4.11.1-0.rc1.4.fc20 and also applied upstream, thanks for the patch.
