Build with $RPM_OPT_FLAGS

gpart 0.1h-18 is not built with $RPM_OPT_FLAGS, fix against current git attached. Applying the fix uncovers the following issue, causing a build failure:

I also fixed this in master, so it's in the F-20 builds too.  But I went ahead and did an update for F-19 as well.

* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing gpart-0.1h-18.fc19'
as soon as you are able to.

While this is fixed in F-19's 0.1h-18, for some reason for F-20 and Rawhide it's fixed in git only in 0.1h-20 and there's no such build in koji (latest is 0.1h-19 for F-20) so F-20 and Rawhide are still affected.
