Description of problem:
po4a is distributed in RHEL 7 Server for x86_64 only, and not in the Power (ppc64) distribution, so it would be very useful to have a ppc64-only build in EPEL 7 to get it on all arches.

po4a's a build dependency of dpkg, so this blocks bug #1149590 as it causes build failures on ppc64 but not x86_64.

There's a procedure for limited architecture packages that should be followed: http://fedoraproject.org/wiki/EPEL:Packaging#Limited_Arch_Packages
