Description of problem: logwatch tries to use uninstalled perl-diagnostics package

1. upgrade from fedora 32
2. wait for logwatch to run on httpd or sendmail
3.

Can't locate diagnostics.pm in @INC [...]

Additional info:
After upgrading from fedora 32 to 33, logwatch started throwing errors for /usr/share/logwatch/scripts/services/http-error (line 27) and /usr/share/logwatch/scripts/services/sendmail (line 26).

"dnf whatprovides /\*/diagnostics.pm" says the module is available from perl-diagnostics-1.37-463.fc33.noarch, but evidently logwatch itself doesn't list perl-diagnostics as a dependency.
